The Legislative XML Editor, designed by Carlo Biagioli since the eighties, was firstly designed and promoted as a prototype in the nineties (Lavagna).
Proposed by C. Biagioli to CNIPA (ex AIPA) within the Normeinrete national project, was developed in 2003 as a system based on the technological standard adopted (XML) and on the documentary one produced by the NIR project. (

Carlo Biagioli has defined the functional architecture, while Enrico Francesconi has designed the technical architecture, building up and coordinating the team of computer experts composed by Tommaso Agnoloni, Alessio Ceroni, Gianni Giorgetti, Andrea Passerini, Lorenzo Sarti, Mirco Taddei, and the contributions of Andrea Marchetti (IAT-CNR) and Maurizio Papini.
Subsequently, on intiative of Pierluigi Spinosa, ITTIG consolidated and expanded the original software, making the open source product XmLeges.
